Lt. Gov. Patrick Priority: Increasing Texas' Electric Grid Reliability

SB 6 establishes new electricity planning and infrastructure cost standards for large electricity consumers in the ERCOT power region. It directs the Public Utility Commission of Texas (PUC) to set a minimum transmission charge ensuring that all retail customers contribute to transmission cost recovery. The bill also introduces new planning requirements for large loads, applying to customers with electricity demand exceeding 75 megawatts (or a lower threshold determined by the PUC). These customers must disclose whether they are pursuing multiple service requests across different states and report their on-site backup generating facilities. To prevent stranded infrastructure costs, the bill requires financial commitments from large-load customers before utilities invest in new transmission infrastructure. It also mandates that new transmission screening studies include a flat fee of at least $100,000. Additionally, ERCOT must develop a large-load demand management service that allows for the remote disconnection of new transmission-voltage large loads during energy emergencies. The PUC is required to review transmission cost allocation methodologies and consider possible alternative cost-sharing models.
