Caption: Relating to the establishment and administration of the Texas Strategic Bitcoin Reserve for the purpose of investing in cryptocurrency and the investment authority of the comptroller of public accounts over the reserve and certain other state funds.
Initially Referred to Senate Business & Commerce Committee, chaired by a Republican
Last Referred to House Delivery of Government Efficiency Committee, chaired by a Republican
SB 21 establishes the Texas Strategic Bitcoin Reserve, a state-managed cryptocurrency investment fund overseen by the comptroller of public accounts. The reserve operates outside the state treasury and consists of legislative appropriations, dedicated revenue, investment earnings, and donations of Bitcoin and other cryptocurrencies. The comptroller is authorized to buy, sell, exchange, and manage Bitcoin and other digital assets using prudent investment strategies. The bill requires investments to be limited to cryptocurrencies with a market capitalization of at least $500 billion over the past 12 months and allows for the use of cold storage solutions for asset security. An advisory committee of cryptocurrency experts will guide investment decisions, and the comptroller must publish biennial reports on the fund's holdings and performance.
