HB 2712 revises the ratemaking process for water and sewer utilities by allowing utilities to select a test year that includes historic, future, or combined historic and future data. The test year must begin on the first day of a calendar or fiscal quarter and must fall within a defined timeframe relative to when the utility files its statement of intent to change rates. The bill also amends the Water Code to ensure that rates are based on test year information, while still ensuring utilities earn a reasonable return on invested capital. These changes apply to rate proceedings initiated on or after September 1, 2025.
