Caption: Relating to the continuation of functions of the Vocational Rehabilitation Division administered by the Texas Workforce Commission.

HB 2791 authorizes the Texas Workforce Commission to enter into contracts for vocational rehabilitation services and establishes procurement guidelines to ensure the best value in acquiring these services. It allows for open enrollment contracting methods to increase vendor participation and permits direct negotiation of contracts in cases where no responsive bids are received for certain services.
