HCR 76 urges the federal government to curb the mass importation of foreign shrimp to protect the Gulf Coast shrimping industry. The resolution highlights the economic significance of shrimping, which supports over 14,000 jobs in Texas and generates approximately $850 million annually. However, the industry faces a crisis due to a surge in cheap foreign shrimp imports, which doubled between 2013 and 2021 to 1.8 billion pounds. The resolution cites concerns about antidumping violations, the impact of inflation and high fuel prices on shrimpers, and the health risks associated with unregulated foreign shrimp, including contamination with bacteria, antibiotics, and drug residues. It calls for stronger enforcement of trade protections and stricter FDA inspections on imported seafood. The Texas Secretary of State is directed to send copies of this resolution to the President of the United States, the U.S. Secretary of Commerce, and the Assistant Administrator for Fisheries at the National Oceanic and Atmospheric Administration (NOAA).
