HB 2844 establishes a statewide regulatory framework for mobile food vendors in Texas, known as the Mobile Food Vendor Regulatory Consistency Act. It preempts local regulations that conflict with state law and limits the ability of cities and counties to impose additional restrictions on food trucks. The bill streamlines licensing, sets statewide health inspection requirements, and prohibits certain local restrictions, such as limits on operating hours, required distances from restaurants, and unnecessary permits. It also establishes a health inspection grading system and requires vendors to display their grades publicly. The bill allows for a single statewide license, reducing the burden of obtaining multiple permits across different jurisdictions.
