HB 2876 directs the Texas Department of Transportation (TxDOT) to amend an existing comprehensive development agreement for State Highway 130 (Segments 5 and 6) to extend the contract term by up to 20 years. In exchange for the extension, the private partner must provide compensation to TxDOT, which must be used for nontolled transportation projects between Interstate 35 and State Highway 130. The bill also requires county approval for each nontolled project before funds are spent and mandates a legislative report by December 1, 2026, detailing the implementation of the agreement.
