SB 1281 increases criminal penalties for mail theft and theft of mail receptacle keys or locks. It enhances penalties for stealing mail containing negotiable instruments, making it a felony offense, with severity increasing based on the number of stolen items. The bill also creates a new felony offense for stealing, forging, or possessing unauthorized postal service keys or locks, making such crimes punishable as first-degree felonies.
