This bill would cost taxpayers $13,507,736,303.00 over five years, according to the Legislative Budget Bureau.
SB 26 proposes significant changes to public education, focusing on educator rights, teacher compensation, and funding under the Foundation School Program. It expands the teacher designation system to include a new category for "acknowledged teachers" and increases financial allotments for various teacher designations. The bill creates an enhanced teacher incentive allotment for districts implementing strategic evaluation and compensation systems. It establishes a grant program to support local optional teacher designation systems and mandates liability insurance coverage for classroom teachers through third-party providers. Additionally, SB 26 modifies prekindergarten eligibility to include children of public school teachers and increases funding for designated teachers working in high-needs campuses. The bill also introduces a teacher retention allotment that provides additional annual funding to school districts to increase teacher salaries, with higher amounts allocated to districts with fewer than 5,000 students.
