SB 1355 regulates the sale of liquor on credit by distilleries to wholesalers. It requires distillers to issue invoices for all credit sales and mandates that wholesalers pay within 30 days. If a wholesaler fails to make timely payments, the distiller may report the delinquency to the Texas Alcoholic Beverage Commission, which will maintain a list of delinquent wholesalers. The commission may prohibit permit renewals or transfers for wholesalers with unpaid accounts.
