SB 1378 amends the Alcoholic Beverage Code to allow holders of a nonresident seller's permit, who also hold a winery permit issued before May 1, 2010, to have an interest in liquor importation businesses under certain conditions. However, it explicitly prohibits nonresident seller's permit holders from selling wine to an entity that also holds a winery permit. The bill ensures that existing wineries with such permits can continue operations without violating state law.
