HB 3005 establishes a 60-day limit on audits used as justification to withhold payment under public work construction contracts. It amends the Government Code and Property Code to define a "bona fide dispute" in construction contracts, preventing audits that extend beyond 60 days from delaying payment. This provision applies only to contracts signed on or after September 1, 2025.
