Caption: Relating to the purchase and installation of climate control systems at facilities operated by the Texas Department of Criminal Justice.
Initially Referred to House Corrections Committee, chaired by a Republican
HB 3006 requires the Texas Department of Criminal Justice (TDCJ) to install climate control systems in correctional facilities to maintain indoor temperatures between 65°F and 85°F. The project will be implemented in three phases, each covering one-third of TDCJ facilities, with completion deadlines set for 2028, 2030, and 2032. The bill includes a competitive bidding process and cost cap of $100 million per phase. TDCJ is prohibited from using state funds unless the legislature specifically appropriates them for this purpose.
