HB 3010 establishes the Rural Infrastructure Disaster Recovery Program, which provides grants to rural communities located in disaster areas for rebuilding and repairing critical infrastructure such as roads, schools, hospitals, and water treatment facilities. The program will be administered by the Texas Division of Emergency Management and funded through a newly created disaster recovery account in the state's general revenue fund. Eligible counties must have a population under 100,000, a gross domestic product below $2 billion, and a poverty rate over 15%.
