SB 1388 revises the Thriving Texas Families Program, a state-funded initiative that provides alternatives to abortion. The bill expands restrictions on funding by prohibiting state contracts with organizations affiliated with abortion service providers. It also establishes new certification requirements for program participants to ensure alignment with the program's life-affirming mission and introduces additional services, including assistance in securing stable housing.
