SB 1409 authorizes institutions of higher education to offer health benefits to students and their families. It establishes a regulatory framework under the Insurance Code, defining these benefits as non-insurance plans provided by the institution or an affiliate. The bill prohibits waiting periods longer than six months for preexisting conditions and requires clear disclosure that these benefits are not traditional insurance. Institutions must register with the state and may contract with insurance companies to transfer risk or provide guarantees.
