HB 3088 allows the Texas Parks and Wildlife Department (TPWD) to create independent purchasing procedures for resale goods, such as items sold in state parks and visitor centers. This exempts TPWD from state procurement laws, including competitive bidding requirements, to improve efficiency and revenue generation.
