HB 3120 introduces new requirements for residential child detention facilities by amending the Government and Local Government Codes. The bill grants facility operators access to the criminal history records of potential employees, consultants, and volunteers. It also mandates facilities to establish agreements with local governing bodies, requiring them to report illnesses, maintain emergency plans, submit education plans, and conduct safety inspections. Additionally, it enforces criminal background checks on facility personnel if state funds constitute at least ten percent of the facility's budget.
