HJR 5 proposes a constitutional amendment to create two new funds: the Permanent Technical Institution Infrastructure Fund and the Available Workforce Education Fund. These funds would provide a dedicated source of funding for capital projects and equipment purchases at institutions within the Texas State Technical College System. The permanent fund would be managed by the Texas Comptroller and funded through appropriations, interest earnings, and donations. The available fund would receive distributions from the permanent fund and be used for acquiring land, constructing and equipping buildings, purchasing instructional and industrial equipment, and other workforce education purposes. The resolution also repeals an existing limitation on how Texas State Technical College System campuses can receive dedicated funding for higher education institutions. The amendment would be submitted to voters for approval in the November 4, 2025, election.
