HB 3153 strengthens employment screening requirements for individuals working in residential treatment centers, juvenile detention facilities, and homeless shelters. It requires criminal background checks, employment verification, and continuous monitoring of arrests and convictions. The bill also prohibits facilities from hiring individuals with past convictions for sexual or physical abuse of children and bans nondisclosure agreements that conceal such misconduct.
