Caption: Relating to the creation, powers, duties, and financing of the Wise Regional Water District; granting a limited power of eminent domain; providing authority to issue bonds; providing authority to impose fees; creating a criminal offense.
Initially Referred to House Natural Resources Committee, chaired by a Republican
HB 3154 establishes the Wise Regional Water District, granting it authority to provide water and wastewater services, issue bonds, and impose fees. The district will be governed by a board of directors and will have jurisdiction over Wise County and potentially surrounding municipalities through agreements. It is authorized to use eminent domain for water infrastructure projects, though certain restrictions apply.
