HB 3157 allows electric utilities to implement interim rates during a rate suspension period, meaning that utilities can charge temporary rates while awaiting final approval from regulators. The interim rate cannot exceed the proposed rate increase. Utilities within ERCOT must provide 45 days' notice before implementing an interim rate. If the final approved rate is lower than the interim rate, utilities must issue refunds to customers. If the final approved rate is higher, utilities can add surcharges to bills to recover the difference. The bill applies only to rate proceedings filed after September 1, 2025.
