SCR 19 authorizes the construction of a replica of the National Life Monument at the Texas Capitol Complex, outside the historic Capitol grounds. The bronze statue, originally sculpted by Timothy Schmalz, depicts a mother with an unborn child cradled in a world-shaped womb. The monument, first installed at San Marcello al Corso in Rome in 2022, later toured the U.S. before being permanently placed at the Theological College in Washington, D.C. The resolution directs the State Preservation Board to oversee approval and compliance with design, funding, and procedural requirements, with the funding provided solely through private donations.
