HB 3255 expands the financing authority of development corporations created by the Gulf Coast Authority. The bill permits these corporations to finance a wider range of projects, including educational and housing facilities, healthcare facilities, nonprofit organizations' facilities, convention center hotels, and energy-related storage infrastructure. It also sets procedures for issuing public securities for out-of-state projects, including submission of project details to the Attorney General. If no objections are raised within 12 business days, the security issuance proceeds without additional approval. The bill exempts these corporations from certain regulations under the Local Government Code.
