HB 3333 restricts the Texas Commission on Environmental Quality (TCEQ) from issuing new permits that allow direct discharges of wastewater or pollutants into certain protected stream segments, assessment units, and drainage areas. The bill applies to water bodies that have maintained phosphorus levels below a defined threshold over the past decade, ensuring that pristine waterways are protected from potential contamination. However, it does not prevent municipalities and river authorities from obtaining permits for direct discharges. The bill applies only to permit applications submitted on or after September 1, 2025.
