HB 3385 establishes a farm winery permit to promote and sell Texas-produced wine. The bill defines "Texas wine" as containing at least 75% locally grown fruit and allows wineries with the permit to operate up to five off-site locations where they can sell wine for on-site consumption. Additionally, it creates a Farm Winery Marketing Assistance Fund, financed in part by permit fees, to support the promotion of farm wineries in Texas. The Texas Alcoholic Beverage Commission is tasked with implementing rules for the new permit structure.
