HB 3469 exempts certain nuisance bird control activities from regulation under Texas structural pest control laws. The bill allows individuals or businesses to use laser lights, noise-emitting devices, or recorded sounds to control nuisance birds without needing a structural pest control license, as long as the devices comply with local noise ordinances. However, the bill does not permit the use of devices that kill, harm, trap, or collect birds, nor does it allow the use of chemicals, explosives, or excessively loud noise-emitting devices. The bill is intended to allow non-lethal, non-chemical methods of bird control without unnecessary regulatory burdens
