SB 1727 focuses on juvenile justice reform by modifying how juveniles who commit felony offenses while in the custody of the Texas Juvenile Justice Department (TJJD) are handled. It removes eligibility for community supervision for juveniles who commit felonies while in TJJD custody, redefines habitual felony conduct by reducing the number of required prior felony adjudications from two to one, and allows prosecutors to refer cases involving certain felonies directly to a grand jury. The bill also clarifies the circumstances under which juveniles can be transferred to the adult criminal justice system.
