HB 3511 addresses the interconnection of electric vehicles (EVs) to the ERCOT power grid. It proposes allowing EV owners to connect their vehicles to the electricity distribution system and establishes safety and technical standards for this interconnection. Additionally, it authorizes a program for EV owners to sell stored electricity back to the grid, enabling participation in ERCOT market mechanisms such as Virtual Power Plants (VPPs) and Aggregated Distributed Energy Resource (ADER) programs.
