This bill would cost taxpayers $544,225,599.00 over five years, according to the Legislative Budget Bureau.
SB 1750 modifies the funding formula for instructional facilities in open-enrollment charter schools. It establishes a new funding mechanism based on the state average interest and sinking fund tax rate for school districts or a percentage of the basic allotment, whichever is lower. The bill also introduces a certification requirement, ensuring that no charter school administrators, board members, or employees benefit financially from real estate transactions involving the school. Additionally, the bill expands the allowable uses of these funds to include leasing facilities, purchasing school buses, updating instructional technology, and financing performing arts and athletic facilities, excluding large stadiums.
