Caption: Relating to the authority of a taxing unit to enter into an agreement to exempt from ad valorem taxation a portion of the value of property on which a renewable energy facility is located or is planned to be located.

SB 1754 prohibits municipalities, counties, and other local government entities from granting property tax abatements for renewable energy facilities that sell power at wholesale to the electric grid. It applies to solar farms, wind farms, and qualifying battery storage facilities. The bill amends provisions in the Local Government Code and Tax Code to prevent tax breaks for these facilities, effective January 1, 2026.
