Caption: Relating to an emergency preparedness and contingency operations plan, including temperature regulation, for assisted living facility residents during an emergency; providing penalties.

HB 3595 requires assisted living facilities to adopt and implement an emergency preparedness and contingency operations plan, including maintaining designated climate-controlled areas of refuge during power outages. Facilities must keep indoor temperatures between 68 and 82 degrees Fahrenheit and establish backup power system standards for new construction after September 1, 2026. Facilities have until January 1, 2026, to comply, but penalties for violations will not be enforced until January 1, 2027.
