HB 3611 increases civil penalties for unauthorized signs placed on public road rights-of-way. The penalties escalate with repeated violations, starting at $1,000 for the first violation and reaching $5,000 for the third or subsequent offenses. It authorizes local attorneys to enforce these provisions.
