Caption: Relating to the rights and liabilities of the owner of the surface estate of the tract of land on which a well to be plugged or replugged by the Railroad Commission of Texas is located. HB 3619 modifies the liabilities and rights of surface landowners when the Railroad Commission of Texas plugs or replugs a well on their property. The bill requires the Commission to restore the surface of the land to its previous condition after plugging or replugging a well. It also ensures that landowners are not liable for damages resulting from the Commission's plugging operations and prevents authorized personnel from restricting the landowner's access to their own property.
