Caption: Relating to the manner of solicitation of bids for certain purchases by the comptroller of public accounts and state agencies.

HB 3623 updates state procurement rules by removing outdated methods for soliciting bids on state purchases. The bill eliminates telegraph bidding and replaces "online" with "electronic" transmissions to reflect modern digital procurement practices.
