HB 3664 revises grand jury procedures in Texas by requiring all prospective grand jurors to complete a training course on grand jury service. It limits the ability of grand juries to re-investigate cases that have already been reviewed and no-billed unless new material evidence emerges. The bill mandates that all grand jury proceedings, including discussions between the prosecutor and jurors, be recorded (except deliberations). It also expands discovery rights for individuals under grand jury investigation, requiring the prosecution to disclose evidence that may be used against them before indictment decisions are made.
