HB 3793 modifies the process for a commissioners court to close, abandon, or vacate certain public roads. It clarifies that when a road is vacated, ownership of the property generally transfers to adjacent landowners, with conditions for recording such transfers in county records. However, in planned residential subdivisions located in municipalities, the commissioners court is not required to convey vacated roads if doing so would create a public nuisance or safety hazard.
