HB 3849 requires the Texas Transportation Commission to create a new funding category within the Unified Transportation Program for projects related to border security and international trade corridors. Eligible projects include those that improve freight movement and security at international border crossings and those that ease congestion around airports, railroads, and other infrastructure within 60 miles of the border. The bill also stipulates that this category cannot be implemented without specific legislative appropriations.
