Caption: Relating to the installation and ownership of certain outdoor storage containers; authorizing a fee.
Initially Referred to House Environmental Regulation Committee, chaired by a Republican
Last Referred to Senate Natural Resources Committee, chaired by a Republican
HB 3866 regulates the installation and ownership of outdoor storage containers by prohibiting their placement within 2,000 feet of private residences. It mandates that owners of commercial outdoor storage containers register them with the Texas Commission on Environmental Quality (TCEQ) within 30 days of installation and submit to annual inspections. The bill authorizes TCEQ to charge registration fees to cover administrative and inspection costs. However, exemptions apply to farm tanks, residential fuel storage tanks under 1,100 gallons, septic tanks, stormwater collection systems, and electrical equipment used for power transmission.
