HCR 98 urges the United States Congress to enhance coordination among federal, state, and local authorities in deploying Counter-Unmanned Aircraft Systems (C-UAS) for border security. It highlights the limitations imposed by current federal law, which only allows four federal departments (Homeland Security, Justice, Defense, and Energy) to conduct C-UAS operations, restricting state and local agencies from taking action against drone threats. The resolution emphasizes the need for joint training, information sharing, and funding for states to acquire and operate anti-drone technology. It also supports congressional efforts, such as the Counter-UAS Authority Security, Safety, and Reauthorization Act (H.R. 8610), which would grant select state and local law enforcement agencies limited drone-mitigation powers. The Texas secretary of state is instructed to send copies of this resolution to the President, congressional leaders, and the Texas congressional delegation.
