SB 1921 amends Section 372.0015 and Section 372.005 of the Texas Local Government Code to revise the requirements for establishing a public improvement district in certain municipalities. It adjusts the definition of "extraterritorial jurisdiction" and changes the qualifications for petitioners seeking to create such districts. Specifically, it alters the percentage of hotel property owners and appraised property values needed for approval, requiring a majority of hotels liable for assessment to sign petitions rather than a majority of all taxable property owners.
