HB 3947 requires metropolitan planning organizations (MPOs) in Texas to consider the transportation needs of individuals receiving services from the Health and Human Services Commission (HHSC) or the Texas Workforce Commission (TWC) when developing their regional transportation plans. Additionally, MPOs seeking state financial assistance must submit evidence showing that local transportation providers have considered adjusting their fixed routes to accommodate these individuals.
