Caption: Relating to reforming the procedure by which state agencies adopt rules and impose regulatory requirements and the deference given to the interpretation of laws and rules by state agencies in certain judicial proceedings.

This bill would cost taxpayers $22,822,341.00 over five years, according to the Legislative Budget Bureau.
SB 14, known as the Regulatory Reform and Efficiency Act, aims to overhaul the rulemaking and regulatory processes of state agencies in Texas. It establishes the Texas Regulatory Efficiency Office within the Governor's Office to identify and eliminate unnecessary and inefficient rules. The office is responsible for assisting agencies in reducing regulatory burdens, such as cutting training hours, simplifying forms, lowering fees, and creating exemptions when appropriate. It also mandates the development of regulatory economic analysis manuals and a guide to help agencies streamline their rulemaking procedures. Additionally, the bill creates the Texas Regulatory Efficiency Advisory Panel, which consists of members from regulated businesses, institutions of higher education, and public agencies. This panel will provide recommendations for improving agency rulemaking and regulatory processes. The bill also introduces judicial reforms by limiting the deference courts must give to agency interpretations of laws and rules. Courts will no longer be required to defer to an agency's interpretation of a statute or rule but may consider an agency's position if it is reasonable and does not conflict with the law's plain language. The legislation requires the Sunset Act to apply to the newly established office and panel, ensuring they are periodically reviewed and potentially abolished if deemed unnecessary. The bill sets compliance deadlines for agencies and includes provisions that allow judicial review of regulatory decisions.
