This bill would cost taxpayers $1,000,000.00 over five years, according to the Legislative Budget Bureau.
HB 4014 directs the Texas Department of State Health Services, in collaboration with Baylor College of Medicine and the Center for Psychedelic Research and Therapy at The University of Texas at Austin, to conduct a study on the use of psychedelic therapies - including MDMA, psilocybin, and ketamine - for treating post-traumatic stress disorder (PTSD), depression, and other co-occurring conditions. The study will review clinical trials, existing literature, FDA actions, and treatment guidelines while evaluating patient access to these therapies. The department will provide a report with recommendations for ensuring access to psychedelic treatments once they receive FDA approval. The study is set to conclude with a report submission by December 1, 2026, and the act will expire on September 1, 2027.
