Caption: Relating to the authority of certain counties to consider a prospective contractor's principal place of business when awarding certain contracts.

HB 4105 permits counties with a population of more than 3.3 million to consider awarding contracts to local businesses even if their bids are up to 3% higher than the lowest bid from an out-of-county competitor. The decision must be based on economic benefits such as local employment and increased tax revenue. The bill excludes professional services contracts and prohibits awards if conflicts of interest exist between county officials and bidders.
