HJR 175 proposes a constitutional amendment to recognize the right of individuals to own, hold, and use a mutually agreed-upon medium of exchange, including cash, coin, bullion, digital currency, or privately issued scrip, when trading and contracting for goods and services. The amendment would prohibit any government entity from restricting or encumbering the ownership or use of any form or amount of money. However, it would not prevent the state from determining the forms of payment it will accept for taxes or other payments. This amendment is set to be presented to voters on November 4, 2025.
