SB 2065 revises the Texas Emergency Services Retirement System by updating actuarial definitions and funding structures. It modifies the Government Code to redefine "actuarially sound" as covering normal costs and amortizing liabilities within 15 years or by September 1, 2055. The bill establishes terms for "legacy liability," "liability layers," and related actuarial concepts while adjusting pension calculations to exclude unfunded actuarial accrued liabilities from annuity computations. It also clarifies the authority of local boards of trustees and sets conditions for state contributions to ensure the pension system remains actuarially sound.
