Caption: Relating to a convenience fee for processing electronic payments for motor vehicles.

HB 4134 proposes allowing holders of retail installment contracts for motor vehicles to charge a convenience fee for processing electronic payments. The fee must be reasonably related to processing costs, not exceed $10 or 5% of the payment amount, and buyers must be offered an alternative payment method without a fee. It also prohibits making electronic payments the default expectation.
