Caption: Relating to obstructing a railroad crossing and the liability of a railway company for such an obstruction; providing a civil penalty.

HB 4207 imposes a civil penalty on railway companies that obstruct railroad crossings for 30 minutes or more. Violations carry fines of up to $10,000 per hour, and railway companies can be held liable for delays in emergency services caused by blocked crossings.
