HB 4219 enhances the Texas Public Information Act by establishing stricter deadlines for governmental bodies responding to public information requests. The bill requires a governmental entity to notify the requestor within 10 business days if no responsive information is found. It also introduces a complaint process through the Attorney General's office if agencies fail to respond timely, with penalties including mandatory training for public information officers.
